Project Solution:

At Xotiv, our team designed and developed a Rent Roll Analysis and Affordable Housing Compliance Platform that helps property managers and housing organizations evaluate tenant data against Area Median Income (AMI)–based affordability rules. The solution automates complex rent roll analysis, eligibility validation, and compliance reporting using structured data inputs and configurable affordability logic.

The platform replaces manual spreadsheet-based analysis with a scalable, rule-driven system that improves accuracy, transparency, and decision-making for affordable housing compliance.

Client’s Overview

Affordable housing programs rely heavily on AMI thresholds, rent limits, and unit-level eligibility criteria. Property managers and compliance teams often receive incomplete or inconsistent data—such as missing household income—making traditional AMI calculations difficult and error-prone.

Our client required a technology-driven solution that could analyze rent roll data even when full income details were unavailable, while still maintaining alignment with affordable housing guidelines. The goal was to create a flexible, auditable platform that supports compliance validation, scenario analysis, and reporting at scale.

The Project

The project focused on building a rent roll analyzer that evaluates tenant-unit data against affordability benchmarks using alternative logic where direct income data is unavailable.

The solution processes uploaded CSV rent roll files, applies AMI-based rent limits using bedroom count and unit type, and identifies compliance gaps or exceptions. Administrators can review results, adjust assumptions, and export structured reports for audits or internal review.

Key deliverables included:

  • Rent roll file upload and validation system (CSV-based)
  • AMI-based affordability calculation engine
  • Bedroom-count and rent-limit–driven compliance logic
  • Automated identification of compliant and non-compliant units
  • Admin dashboard for review, overrides, and analysis
  • Downloadable compliance and exception reports
  • Configurable rules to support evolving housing guidelines

The Approach

Xotiv adopted a data-driven and compliance-focused approach, carefully translating housing policy constraints into flexible system logic.

Given the limitations of real-world rent roll data, the team designed alternative calculation paths that preserve analytical value without relying solely on household income. Special attention was given to data validation, edge cases, and transparency of assumptions.

The process included:
